This is the incorporated City of Riverside. The permit is issued by the city’s Building & Safety Division, not by the County of Riverside. Our published 2026 table lists Riverside at $1,000–$1,500 with the note “typically in the higher range for Riverside County cities.” We treat that as the city row. There is no separate published city-counter breakdown on our site the way Temecula and Menifee pages unpack a fee schedule, so we will not invent one. The exact city fee is confirmed on your written quote.
The permit is always its own line item. The fee is not ours. Splitting it out is how you compare quotes. A number that looks lower because the permit is missing is not a better number. If you would rather pull the permit yourself, you can save the permit service fee; we still build to the approved plans.
We prepare the engineered or ICC-listed package, submit it, run plan-check corrections, and schedule inspections through final sign-off. Historic fabric, hillside lots, and HOA tracts can add a design review on top of the building permit. Those are separate gates, same as a Temecula HOA or the Canyon Lake POA. We have been through that process across the valley since 1992.
